Decision of Council of Ministers no.243, date 24.3.2020 “On the Declaration of State of Natural Disaster “
Upon decision of Council of Ministers no 243, date 24.3.2020 published in the Official Journal No 48.2020 it is decided the Declaration of Natural Disaster, in the entire territory of Republic of Albania due to the epidemics caused by COVID-19.
As per Law No 45/2019 “On Civil Protection” Article 3/12, (Definitions) “State of Natural Disaster ” is the situation decided from Council of Ministers in accordance with the Constitution of Republic of Albania for the prevention or avoidance of the consequences of a natural disaster (whereas as per article 3/Definitions paragraph 9) natural disaster is considered massive infective diseases that affects peoples lives).
Purpose of this decision is the endurance and alleviation of natural disaster consequences by requiring public institutions(point 6.1), operational structures of civil protection(6.2),private subjects(6.3) and citizens (6.4)to take extraordinary measures ;
This decision enters in force immediately, from the day it is published .
